Position

Resident Manager, Fekola (Mali)

Introduction

The principal function of the incumbent is to manage all duties associated and within General Administration, Human Resources, Finance, Camp & CSR at the Fekola Complex in Mali. This position will assist the General Manager in the overall management of the site. During the periods that the General Manager is absent from site, the Resident Manager would assume control of all Operations departments.


This is a key site coverage role designed to ensure that site management remains strong, stable and effective, whilst also providing direction regarding issues of cultural and/or national significance.

Location and Reporting Structure

Reporting to the General Manager, Fekola Operations, this position will be an 8/4 fly in-fly out rotation, based at the B2Gold Mali Fekola mine.  A residential option would be available for this position should the candidate reside in Mali (rotation will differ).

Responsibilities

Implement and Maintain Procedural Frameworks

  • Collaborate with the General Manager Operations on matters of policy;
  • Research and explain laws and legal affairs concerning Mining, Labour and Local Content laws and decrees to all HOD;
  • Compile, update, and implement relevant Site policies and procedures and ensure adherence to such;
  • Produce management and statutory reports.

Workforce Planning and Job Design

  • Assist with organizational design across site to reflect Malian values whilst meeting B2Gold requirements for efficiency and productivity of a large workforce;
  • Ensure site adherence to Local Content requirements within the various laws and decrees existing in the state;
  • Recommend a remuneration strategy and policy to management, pulling apart existing structures if necessary to protect against union leverage whilst being able to attract the highest calibre employees to the site.

Maintain Accountability

  • Hold managers accountable to execute strategic plans by setting clearly defined goals for each department under their responsibility and measuring the results against the goals.

Recruitment and Selection

  • Facilitate the recruitment and selection processes for senior Management positions in fields of responsibility, assist the General Manager in the same for Operational positions;
  • Evaluate, propose, and implement attraction and retention strategies;
  • Support expat administration;
  • Ensure local employment and empowerment initiatives meet legislated local content conditions.

Training and Development

  • Ensure the success of the Company Mentorship program by instilling core values into Malian understudies;
  • Ensure the matrix of HiPot national employees remains dynamic based on performance.

Strategic Objectives and General Support

  • Assist management with achieving the strategic objectives of the organization;
  • Generally, maintains the Social License of the Company to operate;
  • Provide guidance and corrective measures on workplace matters;
  • Oversee adherence to budget of responsible departments;
  • Support company initiatives and be involved in identifying organizational risk and implementing and managing controls.

Policies and Regulations

  • Adhere to and support all company related policies and procedures;
  • Generate new Site policies where required to meet statutory requirements.

And other duties as set out by the Company.

Competencies and Requirements

  • Relevant bachelor’s degree obtained from a reputable institution.
  • Minimum of 10 years’ experience at Senior managerial level, preferably in the mining industry.
  • Advanced knowledge/skills in the following areas:
    • Develop and maintain constructive and cooperative working relationships;
    • Negotiate and facilitate;
    • Analyze information and evaluate results for the best course of action;
    • Business and management principles.
  • Able to formulate sound strategies for the Management of a unionized workforce to ensure there are no disruptions to Operations
  • Able to work through all levels of Government offices and Ministries.
  • Strong decision-maker with solid work ethic, problem-solving and superior administration management skills.
  • Proficient in Microsoft Office Suite;
  • Possess a valid driver’s license.
  • Fluent in English, French and Bambara (desirable)
